This is a Manual for VPL institutions and practitioners with the aim to improve the effectiveness of VPL procedures in terms of benefits for the individual. Benefits are in particular enhanced labour market inclusion, labour market mobility and access to further education and training pathways. The Manual introduces the role of transitions and biographical perspectives to validation processes.
The assessment of the EFFECTIVENESS of VPL practice in terms of benefits for the individual, is based on an evaluation of how and under which conditions the VPL procedures available and implemented support individuals’ labour market inclusion, mobility and further learning opportunities. It is based on secondary analysis combined with biographical approaches, following individuals who have completed a VPL process and assess how this has supported their labour market inclusion, mobility and learning pathways. Each partner (i) identified procedures and individuals according to defined target groups who are targeted to benefit from VPL; (ii) conducted a survey among individuals who have completed validation procedures; (iii) conducted selective individual interviews (if needed also follow-up interviews to identify benefits for future pathways); (iv) undertook comparative analyses of results. It also detailed the role of institutions, guidance, methodologies and national labour market inclusion mechanisms.
